Refund requests in guarded MVP are review requests, not self-serve reversals. Submission creates an admin review record tied to the relevant proposal, contract, or milestone context.

Open refund review can block release actions until resolved. Approved outcomes follow the underlying contract, proposal terms, and administrative findings.
